CODE OF PRACTICE FOR CEILING FAN INSTALLATION ESTABLISHED TO REDUCE CEILING FAN MISHAPS

SHAH ALAM, 8 April – SIRIM Berhad and Panasonic Manufacturing Malaysia Berhad, the major producer of ceiling fans in Malaysia has collaborated in addressing the issues related to the unsafe installation of ceiling fans by developing an industry standard SIRIM3:2014, Code of Practice for Installation and Maintenance of Ceiling Fan.

SIRIM 3:2014 will provide guidance to installers on safe and proper installation of ceiling fan by emphasising on the needs to comply with several good practices prior to the installation which includes the use of appropriate pipe that is supplied together with the fan purchased from manufacturer.

The standard also spells out the requirements for the installation from metal pipe (down rod) to motor shaft and ceiling hook, ceiling fan blade which is up to 1500mm in size; safety wire, regulator and the connection of wire to terminal and power supply.  

The step-by-step guidance with visuals, prior and during installation will not only help the installer during the installation and maintenance work but also ensures good practices being adopted during the process.  

Chief Executive Officer of Energy Commission, Dato’ Ir. Ahmad Fauzi Hasan said that consumers must ensure that they operate electrical goods and appliances with care as the safety does not rely only on certified and tested products.

“The proper and safe installation of the appliances is extremely important to prevent from any hazardous situation that can have long range effects on our loved ones or home” he said.

He also said that it is a sad fact to know that some products that have met standards can later be found to pose health threat due to improper installation.

Dato’ Ir. Ahmad Fauzi was represented by En. Elmi Anas, Director of Electrical Safety Regulatory Department, Energy Commission, at the launching of SIRIM3:2014, Code of Practice for Installation and Maintenance of Ceiling Fan in conjunction with the seminar on SIRIM3:2014. The seminar is organised by SIRIM Berhad in collaboration with Energy Commission and Panasonic Manufacturing Malaysia here in SIRIM headquarters. Also present at the event were Dato’ Dr Zainal Abidin Mohd Yusof, President and Chief Executive of SIRIM Berhad and Mr Tooru Okano, Assistant Director of Panasonic Manufacturing Malaysia Berhad.

SIRIM3: 2014 was developed by the Project Committee embodied by government representatives from Energy Commission, Public Works Department, and SIRIM QAS International Sdn Bhd, who are experts in technical aspects and regulatory matters.

The team also comprises of industries members namely Alpha Electric (Co) Sdn Bhd, Alpha Home Appliances Sdn Bhd., Khind-Mistral Industries Sdn Bhd, Panasonic Manufacturing Malaysia Berhad, Pensonic Sale and Service Sdn Bhd; as well as the representative from Consumers’ Association of Penang and The Electrical and Electronics Association of Malaysia.  

SIRIM Standards are developed according to SIRIM standardisation procedures, which are in line with international practices for appropriate notification of work programmes and participation of interested parties.

Dato’ Dr Zainal Abidin Mohd Yusof in his speech said that SIRIM is actively involved in discovering and developing new technologies to help businesses in the country through the government-mandated focus on innovation research, quality and standards development.

“SIRIM is taking all efforts possible to assist our policy makers and the Malaysian businesses as a whole by driving suitable knowledge-sharing avenues to ensure that the country is prepared to respond to global initiatives and trends.”

He added that the involvement in the development of SIRIM 3:2014 Code Of Practice For Installation And Maintenance of Ceiling Fan is a proof of SIRIM’s efforts in supporting the industries by developing a standard to cater for specific needs of certain sector of industry or association/organisation to provide the best solutions for recurring problems, instead of ad-hoc solution.

The standard was approved in 12 November 2014 and is now available for the use and adoption of all relevant party.

As a standards development organisation, SIRIM Berhad has extensive expertise in standards research and consultancy which helps industries and businesses to meet local and international requirements and practices through the development of SIRIM Standard.

The development of SIRIM Standard took place in 2012 and to date SIRIM has developed six other SIRIM Industry Standard, namely:

  • SIRIM 1:2014, Garis panduan kebersihan tandas masjid dan surau
  • SIRIM 2:2014, Garis panduan penarafan kebersihan tandas masjid dan surau
  • SIRIM 4:2014, Good Practices for Implementing Commuting Safety Management
  • SIRIM/DVS 1-1:2012, Traceability of Edible-Birdnest (EBN) Products: Part 1 – Requirements
  • SIRIM/DVS 1-2:2012, Traceability of Edible-Birdnest (EBN) Products:
    Part 2 - Specification for Packaging, Radio Frequency Identification (RFID) Reader and Tag
  • SIRIM/DVS 2:2014, Requirements for Traceability of Raw Edible-Birdnest (EBN)

The half-day seminar on SIRIM3:2014 is part of SIRIM’s effort to create awareness among manufacturers, users, higher learning institutions, and regulators on the newly published SIRIM Standards. Participants are contractors of government projects, authorities and local government, manufacturers, importers, installers from the industry, consumers & association, higher learning institutes and vocational & polytechnic students

Papers presented during the seminar are on ‘Safety issue relating to improper installation and maintenance of ceiling fan’ based on JKRs’ experiences,   ‘Causes and effects of improper installation of ceiling fan’ a manufacturer’s perspective, ‘SIRIM 3:2014, Code of practice for installation and maintenance of ceiling fan’ - Ensuring safety through recommended good practices and ‘International trend in standardisation of ceiling fan safety’.

KOD AMALAN PEMASANGAN KIPAS SILING DIWUJUDKANBAGI MENGURANGKAN KEMALANGAN

SHAH ALAM, 8 April – SIRIM Berhad dan Panasonic Manufacturing Malaysia Berhad, pengeluar utama kipas siling di Malaysia bekerjasama dalam menangani isu-isu berkaitan dengan pemasangan kipas siling secara tidak selamat, melalui pembangunan sebuah standard industri SIRIM3: 2014, Kod Amalan untuk Pemasangan dan Penyelenggaraan Kipas Siling

SIRIM 3: 2014 menyediakan panduan kepada pekerja pemasangan mengenai kaedah pemasangan kipas siling yang selamat dengan menekankan kepada keperluan pematuhan beberapa amalan baik sebelum pemasangan, termasuklah penggunaan paip bersesuaian yang dibekalkan bersama dengan kipas yang dibeli daripada pengeluar.

Standard ini juga menggariskan keperluan pemasangan daripada paip besi (rod bawah) kepada aci motor dan cangkuk siling, serta bilah kipas siling sehingga saiz 1500 mm panjang; wayar keselamatan, pengatur dan sambungan wayar ke terminal dan bekalan kuasa.

Garispanduan langkah demi langkah ini yang dilengkapi visual sebelum dan selepas pemasangan turut membantu semasa kerja-kerja pemasangan dan membaikpulih serta dapat memastikan amalan baik digunapakai sepanjang proses pemasangan.

Ketua Pegawai Eksekutif Suruhanjaya Tenaga, Dato' Ir. Ahmad Fauzi Hasan berkata pengguna perlu memastikan bahawa cara pengurusan barangan dan peralatan elektrik dilakukan dengan baik memandangkan keselamatan tidak hanya bergantung kepada produk yang telah mendapat pensijilan dan diuji keselamatannya.

"Pemasangan peralatan yang betul dan selamat adalah sangat penting bagi mengelak dari keadaan berbahaya yang boleh memberi kesan jangka panjang kepada ahli keluarga atau rumah,” katanya.

Beliau berkata adalah sesuatu yang menyedihkan apabila produk yang telah mematuhi standard didapati memberi ancaman kepada keselamatan berikutan pemasangan yang tidak mengikuti cara yang betul.

Dato 'Ir. Ahmad Fauzi diwakili oleh En. Elmi Anas, Pengarah Jabatan Kawalselia Keselamatan Elektrik, Suruhanjaya Tenaga, pada majlis pelancaran SIRIM3: 2014, Kod Amalan untuk Pemasangan dan Penyelenggaraan Kipas Siling bersempena dengan seminar mengenai SIRIM3: 2014. Seminar anjuran SIRIM Berhad dengan kerjasama Suruhanjaya Tenaga dan Panasonic Manufacturing Malaysia, berlangsung di ibu pejabat SIRIM di sini.

Turut hadir pada majlis itu ialah Dato' Dr. Zainal Abidin Mohd Yusof, Presiden dan Ketua Eksekutif SIRIM Berhad dan Encik Tooru Okano, Penolong Pengarah Panasonic Manufacturing Malaysia Berhad.

SIRIM3: 2014 telah dibangunkan oleh Jawatankuasa Projek yang dianggotai oleh wakil-wakil kerajaan yang pakar dalam aspek teknikal dan peraturan berkaitan iaitu dari Suruhanjaya Tenaga, Jabatan Kerja Raya, dan SIRIM QAS International Sdn Bhd.

Pasukan berkenaan turut disertai oleh wakil industri iaitu Alpha Electric (Co) Sdn Bhd, Alpha Home Appliances Sdn Bhd, Khind-Mistral Industries Sdn Bhd, Panasonic Manufacturing Malaysia Berhad, Pensonic Sale and Service Sdn Bhd., serta wakil daripada Persatuan Pengguna Pulau Pinang dan Persatuan Elektrik dan Elektronik Malaysia.

Standard SIRIM dibangunkan mengikut prosedur penstandardan SIRIM yang sejajar dengan amalan antarabangsa bagi memaklumkan program kerja yang bersesuaian dan penyertaan pihak-pihak yang berminat.

Dato' Dr Zainal Abidin Mohd Yusof dalam ucapannya berkata SIRIM terlibat secara aktif dalam menerokai dan membangunkan teknologi baru bagi membantu perniagaan di negara ini melalui mandat kerajaan yang memberi fokus kepada penyelidikan inovasi, kualiti dan pembangunan standard.

"SIRIM melakukan segala usaha untuk membantu pembuat dasar dan perniagaan Malaysia secara keseluruhannya dengan menggerakkan perkongsian maklumat yang bersesuaian bagi memastikan negara ini bersedia untuk berhadapan dengan inisiatif dan trend global.”

Beliau berkata penglibatan SIRIM dalam pembangunan SIRIM 3: 2014 Kod Amalan untuk Pemasangan dan Penyelenggaraan Kipas Siling adalah bukti usaha SIRIM dalam menyokong industri dengan membangunkan standard yang memenuhi keperluan khusus sektor tertentu dalam industri atau persatuan/organisasi. Ia juga menyediakan penyelesaian yang terbaik bagi masalah berulang berbanding penyelesaian secara ad-hoc.

Standard ini telah diluluskan pada 12 November 2014 dan kini boleh digunapakai oleh semua pihak yang berkaitan.

Sebagai sebuah organisasi pembangunan standard, SIRIM Berhad mempunyai kepakaran yang luas dalam penyelidikan dan perundingan standard yang dapat membantu industri dan perniagaan untuk memenuhi keperluan amalan tempatan dan antarabangsa melalui pembangunan Standard SIRIM.

Pembangunan Standard SIRIM bermula sejak tahun 2012 dan sehingga kini SIRIM telah membangunkan enam Standard Industri SIRIM, iaitu:

Seminar setengah hari mengenai SIRIM3: 2014 adalah sebahagian daripada usaha SIRIM untuk mewujudkan kesedaran di kalangan pengeluar, pengguna, institusi pengajian tinggi, dan badan kawal selia mengenai terbitan baru Standard SIRIM. Seminar ini disertai oleh kontraktor projek-projek kerajaan, pihak berkuasa dan kerajaan tempatan, pengilang, pengimport, pekerja industri yang terlibat dengan pemasang, pengguna & persatuan, institut pengajian tinggi dan pelajar vokasional dan politeknik.

Kertas kerja yang dibentangkan dalam seminar itu adalah 'Isu Keselamatan yang berkaitan dengan ketidakpatuhan pemasangan dan penyelenggaraan kipas siling berdasarkan pengalaman JKR’,' Punca dan kesan pemasangan kipas siling yang tidak betul dari perspektif pengilang’, 'SIRIM 3: 2014, Kod amalan untuk pemasangan dan penyelenggaraan kipas siling - Memastikan keselamatan melalui amalan baik yang disyorkan’ serta ‘Trend antarabangsa dalam penyeragaman keselamatan kipas siling'.
