MTCP 2015 PARTICIPANTS INTRODUCED TO MALAYSIAN STANDARD ON HALAL COSMETICS AND PERSONAL CARE

SHAH ALAM, April 27 – International delegates of a two-weeks Malaysian Technical Programme (MTCP) 2015 which concluded last Friday gained insights and knowledge from SIRIM’s experts on Halal requirements in formulating and manufacturing cosmetics.

A total of 13 participants from various countries has attended the training module entitled “Meeting Halal Requirements in Formulating and Manufacturing Cosmetics through MS2200:2008”, which involved the understanding of Halal concept, Halal and non-Halal ingredients in cosmetics preparation as well as the toyiban aspect that cater the safety, quality, cleanliness and efficacy of the product produced.

The module was designed according to Malaysian Standard (MS) 2200: 2008 Islamic Consumer Goods- Part 1: Cosmetic and Personal care - General Guideline. The training serves as a platform to network and foster positive developments in the Halal industry to cater to the Muslim community.

Halal cosmetics was chosen as part of the programme module due to its promising market with estimation worth of USD13 billion in the Halal market share of USD 2.3 trillion annually. SIRIM has been actively conducting Research & Development in cosmetics and skincare since early 1990s utilising Malaysian natural resources as potential cosmetic ingredient. To date, SIRIM had developed and contributed more than 30 Halal cosmetic products in the market.

The MTCP programme held from 13April until 24 April 2015is a yearly program under the Ministry of Foreign Affairs. It had gathered 41delegates from 22 countries namely Maldives, Fiji, Morocco, Myanmar, Egypt, Laos, Solomon Island, Zambia, Malawi, Sri Lanka, Philippines, Tajikistan, Palestine, Sudan, Lebanon, Nigeria, Kenya, Tanzania, Sierra Leone, Bosnia, Thailand and Indonesia.

Participants of MTCP also gained an in-depth knowledge of plastics material and advance processing technique. Through the “Plastics Testing and Characterisation of Plastics with CAE Injection Moulding Technique” training, participating countries are exposed to the method of designing of plastic products to the issues of recycling, source reduction, health and pollution; that will enhance their respective manufacturing industry. Another module offered in this year’s MTCP programme was “Training on SIRIM Green 5S” that helped the participants to improve their organisation’s work environment by implementing the system introduced.

President and Chief Executive of SIRIM Berhad, Dato’ Dr Zainal Abidin Mohd Yusof said that the three MTCP programs will hopefully spark more collaboration and cooperation in other areas with the participating countries especially in technical expertise.

“I also hope that the experience you have gained and the knowledge you have shared are beneficial not only to you, but to your organisation and country,” he said at the closing of the MTCP 2015 here today. His speech was read by Mr. Azim Ng Abdullah, Vice President of Technical Services, SIRIM Berhad. Also present at the closing ceremony is Mr. Beh Ching Chye, Principal Assistant Secretary, International Cooperation & Development Division, Ministry Of Foreign Affairs Malaysia.

Mr. Beh said in his speech hoped that the participants had gained the knowledge and understanding of the courses from the trainings, presentations and technical visits throughout the sessions.

“We also welcome your ideas or comments that can help to further improve our trainings in Malaysia and we will also intensify our efforts in making our programmes more appealing to you,” he said.

Among other MTCP objectives are to promote technical cooperation, strengthen people-to-people relations, improving the quality of human resources, training and information sharing among developing countries. The programme is part of Malaysian Government commitment towards the promotion of technical cooperation among developing countries, strengthening bilateral regional cooperation, as well as nurturing collective self-reliance.

PESERTA MTCP 2015 DIPERKENALKAN KEPADA STANDARD MALAYSIA BAGI KOSMETIK DAN PENJAGAAN PERIBADI HALAL

SHAH ALAM, 27 April - Perwakilan antarabangsa dalam Program Kerjasama Teknikal Malaysia (MTCP) 2015 selama dua minggu yang berakhir Jumaat lalu telah diberi pemahaman dan pengetahuan tentang keperluan Halal dalam rumusan dan pembuatan kosmetik dari pakar SIRIM.

Seramai 13 orang peserta dari pelbagai negara telah menghadiri modul latihan bertajuk "Memenuhi Keperluan Halal dalam Rumusan dan Pembuatan Kosmetik melalui MS2200: 2008", yang melibatkan pemahaman konsep Halal, bahan-bahan Halal dan tidak Halal dalam penyediaan kosmetik, serta aspek toyiban bagi memastikan produk yang dihasilkan memenuhi kepentingan keselamatan, kualiti, kebersihan dan keberkesanan.

Modul latihan ini dibangunkan mengikut Standard Malaysia (MS) 2200: Part 1: 2008, Barangan Pengguna Islam - Bahagian 1: Kosmetik dan penjagaan peribadi - Garis panduan umum. Latihan ini berfungsi sebagai platform untuk menjalin hubungan dan memupuk perkembangan positif dalam industri Halal bagi masyarakat Islam.

Kosmetik Halal telah dipilih sebagai sebahagian daripada modul program ini berikutan pasarannya yang positif dengan anggaran perkongsian pasaran Halal bernilai USD13 bilion daripada keseluruhan pasaran berjumlah USD2.3 trilion setiap tahun. SIRIM mula giat menjalankan penyelidikan dan pembangunan dalam kosmetik dan penjagaan kulit sejak awal tahun 1990-an dengan menggunakan sumber-sumber asli Malaysia yang berpotensi sebagai bahan kosmetik. Sehingga kini, SIRIM telah membangun dan menyumbangkan lebih daripada 30 produk kosmetik halal di pasaran.

Program MTCP yang berlangsung dari 13 April hingga 24 April 2015 merupakan satu program tahunan di bawah Kementerian Luar Negeri. Seramai 41 perwakilan dari 21 negara iaitu Maldives, Fiji, Maghribi, Myanmar, Mesir, Laos, Pulau Solomon, Zambia, Malawi, Sri Lanka, Filipina, Tajikistan, Palestin, Sudan, Lubnan, Nigeria, Kenya, Tanzania, Sierra Leone, Bosnia, Thailand dan Indonesia telah menyertai program pada kali ini.

Peserta MTCP juga menimba pengetahuan yang mendalam mengenai bahan plastik dan teknik pemprosesan termaju. Melalui latihan "Ujian Plastik dan Pencirian Plastik dengan CAE Teknik Injection Moulding", negara-negara yang mengambil bahagian didedahkan dengan kaedah mereka bentuk produk plastik dan isu-isu kitar semula, pengurangan sumber, kesihatan dan pencemaran; yang akan meningkatkan industri pengeluaran negara masing-masing. Satu lagi modul yang ditawarkan dalam program MTCP tahun ini ialah "Latihan 5S Hijau SIRIM” yang membantu peserta untuk meningkatkan persekitaran kerja di organisasi masing-masing melalui pelaksanaan sistem yagn diperkenalkan.                                      

Presiden dan Ketua Eksekutif SIRIM Berhad, Dato' Dr. Zainal Abidin Mohd Yusof berkata, tiga program MTCP berkenaan diharap mencetuskan lebih banyak kerjasama dalam bidang lain dengan negara-negara yang mengambil bahagian, terutamanya dalam kepakaran teknikal.

“Saya juga berharap agar pengalaman yang telah diperoleh dan pengetahuan yang telah dikongsi ini akan memanfaatkan anda dan juga kepada organisasi dan negara anda," katanya pada majlis penutupan MTCP 2015 di sini. Ucapan beliau telah dibacakan oleh Encik Azim Ng Abdullah, Naib Presiden Perkhidmatan Teknikal, SIRIM Berhad. Turut hadir pada majlis penutup itu ialah Encik Beh Ching Chye, Ketua Penolong Setiausaha, Bahagian Pembangunan Kerjasama Antarabangsa, Kementerian Luar Negeri.

Encik Beh dalam ucapannya berkata, beliau berharap agar para peserta telah mendapat pengetahuan dan pemahaman daripada latihan, pembentangan dan lawatan teknikal sepanjang sesi itu.

"Kami juga mengalu-alukan pendapat atau komen yang boleh membantu untuk meningkatkan lagi latihan di Malaysia dan kami juga akan meningkatkan usaha kami bagi menjadikan program ini lebih menarik kepada anda," katanya.

Antara objektif MTCP adalah untuk menggalakkan kerjasama teknikal, mengukuhkan hubungan sesama manusia, meningkatkan kualiti sumber manusia, latihan dan perkongsian maklumat dalam kalangan negara-negara membangun. Program ini juga adalah sebahagian daripada komitmen Kerajaan Malaysia ke arah mempromosikan kerjasama teknikal dalam kalangan negara membangun, mengukuhkan kerjasama dua hala serantau serta memupuk kolektif kendiri.
