SHAH ALAM: Seven world renowned research institutions who are members of the Global Research Alliance (GRA) shared their knowledge with Malaysian entrepreneurs and industry players on how to leverage on technology and innovation for the betterment of their businesses.

Some 200 participants of the “Exploring Technology & Innovation with Global Research Alliance” programme were also exposed to opportunities in the GRA member countries as well as technology and innovative models to increase the effectiveness of future approaches to SME development in Malaysia, the topic of Industry 4.0 and its implications on the global business environment.

The half-day session organised by SIRIM in conjunction with GRA 16th Annual General Meeting, was officiated by Deputy Science, Technology and Innovation Minister Datuk Wira Dr Abu Bakar Mohamad Diah. Also present at the session were President and Group Chief Executive of SIRIM, Prof. Ir. Dr. Ahmad Fadzil Mohamad Hani and President of GRA, Dr. Ramesh Mashelkar. 

Datuk Wira Dr. Abu Bakar in his opening speech said Malaysia has always emphasised on the importance of SMEs’ contributions to the economy and to further boost the SMEs productivity through technology enhancement and uptake.

“The Malaysian Government has entrusted SIRIM to implement the SIRIM-Fraunhofer programme by collaborating with the Fraunhofer Institute, a member of GRA. Through this programme, we wish to boost the SMEs’ contribution to more than 40 percent to the country’s overall GDP.

“In addition, SMEs need to be adaptive to changes in order to survive, grow and be competitive, they have to be more proactive by expanding their networks and collaborations by widening their network with suitable external partners from industries, research institutes and universities that could increase the technological potential of SMEs,” he said.

The Global Research Alliance (GRA) is an international network of seven applied research organisations that works to promote the application of science and technology to solve issues facing developing countries. The alliance was formed in the year 2000 in Pretoria, South Africa and has access to over 60,000 researchers across its membership.

SIRIM is one of the founding members of the GRA which includes Commonwealth Scientific and Industrial Research Organisation (CSIRO), Australia; Council of Scientific and Industrial Research (CSIR), India; Danish Technological Institute (DTI), Denmark; Fraunhofer Gesselschaft, Jerman; VTT Technical Research Centre of Finland (VTT), Finland; and Battelle Memorial Institute, USA.

Participants of the forum include small and medium-sized entrepreneurs, the industries, university academicians, researchers from research institutes and government officials related to the Malaysian SME activities.

Prof. Ir. Dr. Ahmad Fadzil in his welcoming speech at the forum said, GRA together with SIRIM are committed to assist local industries and SMEs in improving their productivities and knowledge, by embracing new and high technologies for their businesses to stay ahead of their competitors in the long run.

“With the commitment from GRA, SIRIM could further strengthen the international collaboration to spur public and even private funding available for moving global technological innovations that will benefit the Malaysian economy.

“Thus, I encourage all participants to make full use of this opportunity and leverage from the science and technology point of view, in your journey to move towards the real implementation of Industry 4.0,” he added.

Prof. Ir. Dr Ahmad Fadzil said that since its establishment 16 years ago, GRA has undertaken a variety of projects – from providing internet to preserving traditional knowledge in support of some of the world’s poorest community.

“Among GRA’s notable achievements is the Vietnam Inclusive Innovation Project funded by the World Bank. The project is to adopt, upgrade and develop inclusive innovations for the benefit of the Base of Pyramid population.

“Another example is the ICT4D project, whereby GRA had initiated a cooperation within its members to challenge the lack of access to the world-wide communication infrastructure in rural areas of developing countries. Successful test beds are running in multiple locations such as Germany, Italy, Colombia and Tanzania,” he said.

The annual meeting of the alliance is hosted by the founding member on rotation basis, SIRIM first hosted during the 7th AGM of GRA on May 2008. The 16th AGM which is being held in Kuala Lumpur from 3-5 May 2017, brings together technology experts who will share their insights and experiences in developing SMEs through the latest technology and innovation.

Among the agenda of the meeting include a workshop on Shifting Dynamics for Public Funded Research Organisations, and also a workshop on Industry 4.0, an overview of how the industry game will change and its implications to developing nations.

The guiding principles of GRA are undertaking large impact projects for the benefit of society; creating synergy by pooling the energies; skills and facilities of participants; seek and secure new global funding possibilities; promoting projects with high innovation content; and developing global knowledge networks for industry and industrial sectors to enhance their competitiveness.

SHAH ALAM, 3 MEI 2017: Tujuh institusi penyelidikan terkemuka dunia terdiri daripada ahli Global Research Alliance (GRA) hari ini berkongsi ilmu pengetahuan bersama usahawan dan pemain industri tempatan bagi meningkatkan kepakaran di dalam perkembangan teknologi dan inovasi di dalam perniagaan mereka.

Kira-kira 200 peserta yang menyertai program Exploring Technology & Innovation with Global Research Alliance didedahkan kepada peluang untuk memahami teknologi dan model inovatif bersama negara-negara anggota GRA bagi meningkatkan keberkesanan pendekatan pembangunan industri Perusahan Kecil dan Sederhana (PKS) di Malaysia selain membincangkan topik Industri 4.0 dan implikasinya terhadap persekitaran perniagaan global.

Program separuh hari itu dianjurkan oleh SIRIM bersempena Mesyuarat Agung Tahunan ke-16 GRA yang dirasmikan oleh Timbalan Menteri Sains, Teknologi dan Inovasi, Datuk Wira Dr Abu Bakar Mohamad Diah. Hadir sama pada sesi itu, Presiden dan Ketua Eksekutif Kumpulan SIRIM, Prof. Ir. Dr. Ahmad Fadzil Mohamad Hani dan Presiden GRA, Dr. Ramesh Mashelkar.

Datuk Wira Dr. Abu Bakar di dalam ucapan perasmiannya berkata, Malaysia sentiasa menekankan kepada kepentingan sumbangan PKS kepada ekonomi serta meningkatkan produktiviti mereka melalui penggunaan teknologi.

“Kerajaan Malaysia telah memberi mandat kepada SIRIM untuk melaksanakan program SIRIM-Fraunhoufer, satu usahasama dengan Institut Fraunhoufer iaitu satu daripada ahli GRA. Melalui program ini, kami berhasrat untuk melonjakkan sumbangan PKS kepada lebih 40 peratus Keluaran Negara Kasar negara.

“Selain itu, PKS perlu bersedia dengan perubahan bagi memastikan perniagaan mereka terus relevan dan berdaya saing, mereka juga perlu lebih proaktif dengan mengembangkan rangkaian dan kerjasama dengan industri, institusi penyelidikan dan universiti yang mampu meningkatkan potensi industri PKS,” katanya.

GRA adalah jaringan antarabangsa menggabungkan tujuh organisasi penyelidikan gunaan yang menggalakkan penggunaan sains dan teknologi untuk menyelesaikan isu melibatkan negara membangun. Gabungan ini ditubuhkan pada tahun 2000 di Pretoria, Afrika Selatan dan sehingga kini GRA mempunyai akses kepada lebih 60,000 penyelidik melalui keahliannya.

SIRIM adalah satu daripada ahli pengasas GRA, selain daripada Commonwealth Scientific and Industrial Research Organisation (CSIRO), Australia; Council of Scientific and Industrial Research (CSIR), India; Danish Technological Institute (DTI), Denmark; Fraunhofer Gessellschaft, Jerman; Technical Research Centre of Finland (VTT), Finland; dan Battelle Memorial Institute, USA.

Peserta forum ini terdiri daripada usahawan kecil dan sederhana, industri, ahli akademik, penyelidik dari institut penyelidikan dan jabatan kerajaan yang berkaitan dengan aktiviti PKS tempatan.

Prof. Ir. Dr. Ahmad Fadzil di dalam ucapan aluannya berkata, GRA bersama-sama SIRIM komited untuk membantu industri dan PKS tempatan melonjakkan produktiviti mereka dan pengetahuan di dalam industri melalui peningkatan teknologi baharu bagi memastikan perniagaan mereka sentiasa di hadapan berbanding pesaing.  

“Melalui komitmen yang diberikan oleh GRA, SIRIM akan mengeratkan kerjasama antarabangsa bagi mendapatkan dana pembiayaan penyelidikan awam dan swasta sedia ada untuk menggerakkan inovasi teknologi global yang mampu memberi manfaat kepada ekonomi Malaysia.

“Justeru, saya menggalakkan peserta hari ini untuk mengambil kesempatan dan memanfaatkan peluang ini dari sudut sains dan teknologi, dan bergerak ke arah pelaksanaan sebenar Industri 4.0,” katanya.

Prof. Ir. Dr Ahmad Fadzil berkata, sejak 16 tahun penubuhan GRA, gabungan ini telah melaksanakan pelbagai projek antaranya menyediakan internet untuk memelihara pengetahuan tradisional bagi menyokong sebahagian daripada masyarakat paling miskin di dunia.

“Pencapaian GRA yang membanggakan adalah Projek Vietnam Inclusive Innovation yang dibiayai oleh Bank Dunia, di mana projek ini menggunapakai, menaik taraf dan membangunkan inovasi inklusif bagi memberi manfaat kepada populasi Piramid.

“Antara contoh lain adalah projek ICT4D, di mana GRA telah memulakan kerjasama antara ahlinya menangani isu kekurangan akses kepada infrastuktur komunikasi di kawasan luar bandar negara membangun. Kejayaan dibuktikan di beberapa lokasi seperti Jerman, Itali, Colombia dan Tanzania,” katanya.

Mesyuarat tahunan gabungan itu dianjurkan oleh ahlinya secara bergilir-gilir, SIRIM pertama kali menjadi tuan rumah mesyuarat agung tahunan ketujuh GRA pada Mei 2008. Mesyuarat kali ke-16 ini berlangsung di Kuala Lumpur dari 3-5 Mei 2017, menghimpunkan pakar teknologi untuk berkongsi ilmu dan pengalaman mereka dalam membangunkan PKS melalui perkembangan teknologi dan inovasi terkini.

Antara agenda yang dibincangkan adalah bengkel bertajuk Peralihan Dinamik bagi Organisasi Penyelidikan Pembiayaian Awam dan bengkel berkenaan Industri 4.0, gambaran bagaimana permainan industri akan berubah dan implikasinya terhadap negara-negara membangun.

Prinsip panduan bagi GRA, adalah melaksanakan projek berimpak besar untuk faedah masyarakat; mewujudkan sinergi dengan mengumpulkan tenaga; kemahiran dan kemudahan untuk peserta; mendapatkan potensi pembiayaan global baru; menggalakkan projek berinovasi tinggi; dan membangunkan rangkaian pengetahuan global untuk sektor industri bagi meningkatkan daya saing mereka.
