MEDEA Project
Regional Cooperation in the Area of Metrology in Asia – Organised by PTB
(“Metrology: Enabling Developing Economies within Asia”: MEDEA)
The networks of APMP (Asia Pacific Metrology Program) and APLMF (Asia-Pacific Legal Metrology Forum) assume crucial functions regarding the development of metrology in the developing economies of the region.
An active participation in these networks is of considerable importance in order to keep up with the latest developments and to ensure internationally recognized certification procedures, especially for developing economies with limited bilateral specialist contacts.
APMP and APLMF can significantly contribute to the development, harmonization and international recognition of the national metrology systems (potential) by providing specific offers for National Metrology Institutes (NMIs) and Legal Metrology Authorities (LMAs) in the developing economies in Asia.
Expected Outcomes of the Project
Outcome 1 | PMP and APLMF have developed and implemented capacity development instruments geared to the needs of developing economies. |
Outcome 2 | NMIs and LMAs (Legal Metrology Authorities) from developing economies are able to meet the criteria for international recognition and to implement international good practices. |
Outcome 3 | The mutual support and cooperation between the members of APMP and APLMF for the development of metrology systems in developing economies has been strengthened. |
Outcome 4 | The cooperation between APMP and APLMF as well as the cooperation with other regional networks has increased. |

About Us
The national measurement system has been strengthened by the National Measurement System Act 2007 (Act 675) and the revised Weights and Measures Act 1972 (Act 71). Act 675 plays an important role as an umbrella act for all measurement legislations and provides uniformity in the measurement based on International System of Units (SI Units).
- Represent Malaysia as member of Metre Convention and CIPM-MRA under Ministry of Foreign Affairs, signed in 2001.
- As National Measurement Standards Laboratory (NMSL) under the provision of the National Measurement System Act 2007 on 15 Feb 2008.
- As Custodian of Weights and Measures under the provision of the Weights and Measures Act 1972 by Ministry of Domestic Trade, Cooperatives and Consumerism.
- As the keeper of Malaysia's Primary Physical Standards of Measurement by Malaysian Government through Cabinet Note H226/92 dated 5 Aug 1992.
- As competent laboratory for verification of smoke meters and tinted glass by the Malaysian Road Transport Department through Road Transport Department Ordinance on 29 May 2001.
- As competent laboratory for verification of breath analyzers, radar guns and tint meters by Royal Malaysia Police in 1987.
- As competent laboratory for calibration and approval of custody transfer equipment by Royal Malaysian Customs through Petroleum Order No. 7 on 30 Dec 1999 for accurate tax purposes.
- As competent laboratory for measurement and calibration of AES system by Ministry of Transport on 11 Oct 2012.
- As National Mirror Committee (NMC) for ISO/REMCO by Standards Malaysia on 20 June 2013.
- Direct involvement for ASEAN Common Time under ASEAN Economic Community Initiative which will be implemented in 2015 through the Cabinet Meeting on 17 Dec 2014.
- Realize, establish and maintain the National Measurement Standards.
- Disseminate units of measurement that are traceable to the National Measurement Standards.
