What is the Importation of Waste Plastic?

The control on importation of waste plastic (HS Code 39.15) into Malaysia will transition from issuance of Approved permit (AP) from National Solid Waste Management Department (JPSPN) to control mechanism coordinated by the Ministry of Investment, Trade and Industry (MITI), whereby SIRIM is appointed as the implementing agency that issues Certificate of Approval (CoA) to replace the AP./p>

Following the Cabinet’s decision on 8 January 2025, this new mechanism is outlined in the Fourth Schedule, Part I, Customs (Prohibition of Imports) (Amendment) Order 2025​ [P.U.(A) 143/2025], which was gazetted on 30 April 2025 and will come into effect on 1 July 2025.

To support industry readiness and compliance, SIRIM has developed a Guidelines for Importation and Inspection of Waste Plastic, outlining the procedures and requirements for inspection and COA application.

Method of Importation

  • Type 1 : Pre-shipment Inspection Report by SIRIM or SIRIM Approved Foreign Inspection Body (FIB)
  • Type 2 : Pre-shipment Inspection Report by SIRIM Approved​ Materials Recovery Facility (MRF)

MISW Scheme Application Guide

3. SIRIM officer conducts document evaluation.
4. SIRIM issues a quotation. Applicants make the payment.
5. Applicant to register ID at ePermit.

Note: This step only applies to existing AP holders.
6. SIRIM officer sets the inspection date.
7. SIRIM officer inspects the factory.
8. SIRIM issues the MISW Inspection Report & Certificate upon compliance.
9. Applicant to register ID at ePermit.

MRF Application

1. Download MRF Application Form & Guidelines.

2. Submit the completed MRF Application Form with required supporting documents.

3. SIRIM officer conducts document evaluation.
4. SIRIM issues a quotation. Applicants make the payment.
5. SIRIM officer sets the inspection date.
6. SIRIM officer inspects the MRF.
7. SIRIM issues the inspection report, certificate and template for pre-shipment inspection report upon full compliance.
8. Approved MRF licensee may conduct self pre-shipment inspection. Report to be uploaded during COA submission in ePermit.
