What is the Importation of Waste Paper?
The importation of waste paper to Malaysia falls under the purview of the Ministry of International Trade and Industry (MITI).
On 31 December 2021, MITI issued a media release announcing that effective 10 January 2022, waste paper intended for import into Malaysia is subject to inspection process and issuance of Certificate of Approval (COA) as per the Customs (Prohibition of Imports) (Amendment) (No.2) Order 2022.

MITI announced the inclusion of three (3) HS codes that require COA from SIRIM.
