What is the Importation of Metal Scrap?
The importation of all metal scrap and waste paper to Malaysia comes under the purview of Ministry of International Trade and Industry (MITI). On 31 December 2021, MITI issued media release (download here) to announce the effective implementation date is 10 January 2022. All scrap metal and waste paper intended to be imported into Malaysia are subject to inspection process and issuance of Certificate of Approval (COA) as per the Customs (Prohibition of Imports)(Amendment)(No.2) Order 2022 (download here)
Initially, MITI announced the inclusion of three (3) HS codes that require COA from SIRIM.
Recently, on 16 April 2024, MITI announced (download here) an expansion of HS codes requiring COA through the publication of the Customs (Prohibition of Imports) (Amendment) Order 2024 [P.U.(A) 69/2024] (download here), effective 1 May 2024. This expansion involves an additional 23 HS Codes under the ‘metal waste and scrap’ category, bringing the total number of HS codes requiring COA to 26.
